Utilities
The Town of Kilmarnock’s water supply originates from three drilled wells stored in three elevated tanks located throughout the town. Average daily use is approximately 200,000 gallons with 560,000 gallons of storage capacity. The Utilities department is responsible for the maintenance of these facilities and over 1,000 residential and commercial service connections. Sewerage treatment services are supplied by the Town of Kilmarnock at the treatment facility on Mac’s Pond Road. The maximum daily treatment capacity is 500,000 gallons with an average daily use of approximately 200,000 gallons. The type of sewerage treatment is advanced activated sludge.
Water and wastewater usage is billed bi-monthly on a single statement.

Have a private septic system? The Town of Kilmarnock is required to implement a Septic System Pump-out/Inspection Program which requires all private septic systems to be pumped out at least every five years. This program is in accordance with Sec. 54-485 of the Kilmarnock Chesapeake Bay Preservation Ordinance as mandated by the Chesapeake Bay Local Assistance Board of the Virginia Department of Conservation and Recreation (DCR).

Water\Sewer Rates Effective as of July 1, 2023: Water Rates are increasing $5\60 cycle and Sewer Rates are increasing $15\ 60 day cycle for all accounts. Connection and Facility Fees remain unchanged.

How to Pay Your Bill
Pay your Water & Sewer Services bill on-line here
Payments are applied the same day as entered and appear as a charge from “Town of Kilmarnock” on your account statement.
*Convenience Fees for on-line payments: 2.95% on credit cards, $3.95 for VISA debit cards, and $1.95 flat fee for E-check (electronic bank account debit) effective November 15, 2020.
*Convenience fee for payments made at the Town Office on credit cards will be a single charge of $2.50
Kilmarnock offers the convenience of on-line bill paying of utility bills for Water and Sewer Services (due every 2 months).
For utility payments, we now accept VISA, Mastercard, Discover and American Express credit cards as well as STAR, PULSE, NYCE and VISA debit cards on-line. “E checks” or electronic check transactions are also available and have the lowest convenience fee.
Also, you may now pay by credit or debit cards at the Town office. However, at this time, we are not able to accept American Express.
Whether you’re paying on line or in person, when using a credit or debit card there is a “convenience fee” applied to each transaction. These fees are charged by the credit and debit card companies and their processors.
Virginia municipalities are not allowed, by state law, to absorb these charges so they are necessarily passed on to the payer.
A drop box is located outside of the Town Office located at 1 North Main Street. This drop box is checked daily during regular office hours, Monday-Friday, 9 a.m.-5 p.m.. The Town will not be responsible for cash.

Kilmarnock has a Cross Connection Control program as required by the Commonwealth of Virginia’s Dept. of Drinking Water. The links below offer more information on the program.
