PROPOSED BUDGET AND RELATED ORDINANCES AND RESOLUTION FOR UPCOMING FISCAL
YEAR BEGINNING JULY 1, 2026 ENDING JUNE 30, 2027
In Accordance to Section 15.2-2506 of the Code of Virginia, 1950, as amended,
a Town Council Meeting and Public Hearing concerning six (6) Ordinances and one Resolution
described below will be held at the Town Hall, 1 North Main Street, June 15, 2026 at 6 PM.
The second reading will be June 22, 2026, 6:00 PM at a Special Called Meeting at Town Hall
Ordinance 2026-003 (uncodified) Re-adopt Real Estate Tax Rate
The proposed tax rate is $.10 per $100 of assessed real property. This represents no change from the current rates.
KIL – .006 Ord 2026-003 Re-Adopt Real Estate Tax Rate
Ordinance 2026-004 (uncodified) Re-adopt Personal Property tax and other tax Rates
The proposed fee rates of $.16 tax per $100 assessed and other tax rates are being re-adopted.
This represents no change from the current rates.

The Current Fee Rates are being re-adopted. This represents no change from current rates.

Ordinance 2026-006 (uncodified) Adopt, Re-adopt Certain Utility Rates
The proposed Water rates are being re-adopted. This represents no change in rates.
The current sewer rates will be repealed and new rates adopted.
The proposed Sewer rates represent a base rate increase of $5.00 per cycle (2 months) for in-Town
Residential and Commercial, and $7.50 per cycle (2 Months) for out of town Residential
and Commercial Customers

Ordinance 2026-007 (uncodified) Adopt of the Town of Kilmarnock Fy 2026-27 Budget
KIL – .006 Ord 2026-007 Adopt the FY 2027 Budget
Ordinance 2026-008 Repeal and Re-adopt Town Code Chapter 42, Article II, Section 42-31.
Town Code will be amended to bring treatment of delinquent real estate and personal property tax accounts
in line with timing and amount of same by Lancaster County.
Resolution 2026-004 Appropriate Funds from the Town of Kilmarnock FY 2026-27 Budget.
Funds in the approved budget are appropriated.
