Job Opening: Town of Kilmarnock: Treasurer

SALARY RANGE $60,000-$75,000: $ DOQ/DOE (+) benefits. The Town of Kilmarnock has a full time opening for its Treasurer position. This position is a key member of the Town of Kilmarnock management team where flexibility, multi-tasking and attention to detail are part of daily customer service expectations. This role requires thorough knowledge of principles and methods of municipal finance and accounting, knowledge of the principles underlying the laws, ordinances, and regulations governing municipal finance, ability to analyze, interpret and explain complex statements and reports, ability to establish and maintain effective working relationships with Town officials, associates, and the public.

Primary responsibilities:

  • Responsible for managing/safeguarding all of the Town’s financial resources.
  • Manages the processes related to the collection of all taxes and assessments owed to the Town.
  • Receives all funds owed to the Town and keeps correct accounts of all receipts from all sources and of all expenditures of the Town.
  • Serves as the disbursing agent of the Town, maintains all town funds and evidences of value belonging to the Town.
  • Maintains, disburses, and deposits all monies of funds in such a manner and in such places as may be determined by ordinance or provision of law.
  • Ensures Accounts Payables are correctly processed, ensures all requests for payment are consistent with the Town’s policies and regulations; identifies and resolves issues with the appropriate department personnel.
  • Performs all necessary operations to maintain and monitor the Town’s financial system.
  • Prepares interfaces for accounts, such as cash receipts, into the general ledger.
  • Examines accounts for accuracy and agreement, analyses and resolves error and\or inconsistencies; adjusts accounts as necessary.
  • Maintains the official financial documents of the Town, to provide oversight for Accounts Payable & Purchasing support, management of all cash functions, processing and collection of Town taxes, adherence to governmental accounting procedures.
  • Assists with the Town’s operational budget preparation, formulation, and execution. Analyses budget accounts, projects, and anticipates area of revenue shortfall or surpluses and\or expense overage or underage and takes appropriate action.
  • Prepares and submits monthly and yearly revenue and expense statements.
  • Performs monthly and yearly closure analysis.
  • Maintains the operating payroll, payables, investment, and special project banking\investment accounts.
  • Enforces collection of all Town taxes and ensure compliance with applicable laws; prepares delinquent tax notices for real estate and personal property; assists taxpayers by providing tax information and responding to inquiries.
  • Performs all journal entries.
  • Performs statistical analyses to compile data for adoption of new taxes and\or rate\fee changes.
  • Prepares various statements for annual audits and works cooperatively with outside auditors.
  • Prepares and processes Federal deposits, State withholdings, misc. income 1099 statements.
  • Coaches, instructs and supervises the Assistant to the Treasurer role(s).
  • Works as a team member with other functions as necessary.
  • Other duties as apparent or assigned.

The position provides excellent customer service in person, via phone, email or internet to citizens and businesses of Kilmarnock.

Education and Experience: Bachelor degree in Finance or Accounting; Experience with municipal accounting or finance or a related field, and Microsoft Office; Combination of related field and moderate experience or equivalent combination of education and experience; preferred experience with governmental financial systems, especially with Edmunds Gov Tech municipal software, is a plus.

Physical Requirements: Occasional lifting of up to 20 pounds, regularly requires repetitive motions due to computer work requirements.

Special Requirements: Candidates should possess an appropriate driver’s license valid in the Commonwealth of Virginia.
